Amber Houghtaling’s leadership is built on decades of hands-on experience and a deep understanding of the office from the ground up. She began her career as an accounting clerk and real estate recorder, gaining firsthand knowledge of daily operations. Through hard work and dedication, she advanced to Office Manager of the Register of Deeds, then served as Chief Deputy Register of Deeds under Lloyd J. Dowding.
In 2018, when the Register of Deeds and Clerk’s offices merged, Amber became Operations Manager, where she continued overseeing Register of Deeds operations while helping guide the transition. In 2024, she was promoted to Chief Deputy of the Clerk/Register of Deeds office, serving under Deb Houghtaling, who served nearly 40 years as Sarpy County Clerk.
In January, Amber was unanimously appointed (5–0) by the Sarpy County Commissioners to serve as Sarpy County Clerk—showing strong trust in her leadership and ability to serve the community.
Amber is committed to being fiscally responsible while delivering real results for residents. She is currently leading the development of a consumer notification system to help protect homeowners from property fraud. She has also created more convenient scheduling options for passport services and launched the first-ever Sarpy County Passport Saturday—processing 135 passports in 4 hours to better serve busy families. Additionally, she introduced a passport appointment system to streamline services and improve customer experience. By realigning staff responsibilities and improving office efficiency, Amber continues to reduce unnecessary costs and ensure taxpayer dollars are used wisely.
Engaging with residents and understanding their concerns drives my initiatives. I believe in building a collaborative government that works for everyone in Sarpy County.
